Luís Fernando Orozco, cuyo rango es Ministro plenipotenciario, es el Cónsul General de Colombia en Hong Kong.
Jefe de privilegios e Inmunidades de la Dirección de Protocolo del Ministerio de Relaciones Exteriores de Colombia (2019) hasta abril de 2022, director encargado en múltiples oportunidades. El Cónsul General Orozco, nativo de Cartagena, es Abogado experto (Universidad Nacional, Bogotá) 2000) y diplomático de carrera (2003), y se ha desempeñado en las Direcciones de Cooperación Internacional, Tratados y Recursos Humanos, así como asesor del Viceministro de Asuntos Multilaterales (2010) y como Oficial de la Oficina Política de los Estados Unidos en la Dirección de las Américas.
Entre 2013 y 2018, se desempeñó como Experto Legal en la Misión Permanente de Colombia ante las Naciones Unidas en Nueva York. Fue el negociador jefe de asuntos legales y políticos, especialmente en el Consejo de Seguridad de las Naciones Unidas en asuntos relacionados con el establecimiento de la Misión Política Especial en Colombia como parte de la implementación del acuerdo de paz de Colombia con las FARC.
Durante su permanencia en Nueva York, la cartera del Sr. Orozco también comprendió una amplia gama de temas como negociador de resoluciones de la ONU sobre asuntos humanitarios y protección civil, informes sobre niños y conflictos armados, mujeres, paz y seguridad, estado de derecho, entre otros.
Prestó asesoramiento jurídico en cuestiones de derecho internacional a la delegación en Nueva York, incluidas las operaciones de mantenimiento de la paz, los océanos y el derecho del mar, el derecho internacional humanitario, los tratados, el sistema interno de justicia de las Naciones Unidas, la Corte Internacional de Justicia, la Corte Penal Internacional, las cortes y tribunales internacionales especiales, la jurisdicción universal, la administración de justicia, los efectos de los conflictos armados en los tratados, y la responsabilidad de las organizaciones internacionales.
Anteriormente, el Sr. Orozco también ha desempeñado funciones en el Consulado General de Colombia en Miami (2006) donde, como Vicecónsul, estuvo a cargo de la Oficina de Cooperación Legal y como enlace con funcionarios locales, estatales y federales de los Estados Unidos.
Cuenta con Maestría en Asuntos Globales de la Universidad de Nueva York (NYU, 2013), el Sr. Orozco recibió la Beca COLFUTURO (2011) y la Beca de Derecho Internacional de las Naciones Unidas de la Academia de La Haya en los Países Bajos (2015).

Mr. Luis F. Orozco is the Consul General of Colombia in Hong Kong.
A career diplomat and ranked Minister Plenipotentiary, he was the head of privileges and immunities and the head of privileges and immunities of Colombia’s MFA Protocol Department (2019), where he was also Deputy Director and Acting Director. Native from Cartagena de Indias, he is a skilled lawyer (National University, 2000) and career diplomat (2003) who has also served in the International Cooperation, Treaties, and Human Resources Departments, advisor to the Deputy Minister of Multilateral Affairs (2010), the United Nations Security during Colombia´s non-permanent term, and as U.S. Political Desk Officer in the Americas section.
Between 2013 and 2018, Mr. Orozco served as a Legal Expert at the Permanent Mission of Colombia to the United Nations in New York. He was the head negotiator for legal and political affairs, especially at the United Nations Security Council, in establishing the Special Political Mission in Colombia to implement Colombia’s peace agreement with the FARC.
During his tenure in New York, Mr. Orozco’s portfolio also comprised a wide array of issues, such as being the negotiator of UN resolutions on humanitarian affairs and civilian protection, reports on children and armed conflict, women, peace and security, and the rule of law.
He provided legal advice in international law matters to the Delegation in New York, including peacekeeping operations, oceans and the law of the sea, international humanitarian law, treaties, internal justice system at the United Nations, International Court of Justice (ICJ), International Criminal Court, Special International Courts and Tribunals, universal jurisdiction, administration of justice, effects of armed conflicts on treaties, and responsibility of International Organizations.
Before that, Mr. Orozco was also appointed to the Colombian General Consulate in Miami (2006), where, as Vice-Consul, he was in charge of the Legal Cooperation Office and as liaison with local, state, and federal U.S. officials.
Master of Science in Global Affairs (NYU, 2013), Mr. Orozco was granted the COLFUTURO Scholarship (2011) and the United Nations International Law Fellowship from The Hague Academy in the Netherlands (2015).
